Best Payroll Software for Small Business (2026): 5 Services Compared

We compare Gusto, OnPay, QuickBooks Payroll, Patriot and Square Payroll for small businesses: full-service tax filing, multi-state rules and real monthly cost.

Payroll is the one piece of small business software where a mistake costs real money. A missed tax deposit brings penalties, a wrong withholding lands on your employee’s tax return, and a late paycheck damages trust fast. The best payroll software for small business takes all of that off your plate: it pays people on time, deposits and files the taxes, and produces W-2s at year end, for a price that makes sense at 3 employees and still at 30.

We compared five full-service payroll providers on the jobs a small employer actually has, and worked out what each one costs for a 10-person team at list price.

How we chose

A small employer needs payroll software to:

  • Run payroll and file taxes automatically: federal, state and local deposits and returns, plus W-2s and 1099s.
  • Handle the team you actually have, including hourly staff, contractors and, increasingly, remote employees in other states.
  • Connect to your accounting, so wages and taxes post to the books without re-keying.
  • Offer real support, by phone or chat, when a paycheck goes wrong.
  • Charge a predictable price, ideally month-to-month.

We read each provider’s pricing page and plan details. Prices are US list prices before promotional discounts. Read more about how we review.

The best payroll software for small business

#1
★ Best overall

Gusto

Best for most small businesses with 2 to 50 employees

$49/mo + $6/personVisit Gusto

What we like

  • Unlimited payroll runs on every plan; off-cycle payrolls cost nothing extra
  • Files federal, state and local payroll taxes, including W-2s, 1099s, 940s and 941s
  • Integrates with QuickBooks, Xero and other accounting tools
  • Month-to-month, cancel anytime

Watch out for

  • Simple plan covers single-state payroll only
  • Multi-state payroll and time tracking need Plus ($80/mo + $12/person)
  • Priority support is a paid add-on on Simple and Plus
Simple
$49/mo + $6/person
Plus
$80/mo + $12/person
Premium
$180/mo + $22/person

Month-to-month

Gusto is the payroll most small businesses should try first. Setup is guided, pay runs are unlimited, and Gusto handles tax deposits and filings, including W-2s, 1099s and quarterly 941s. It syncs payroll to QuickBooks and Xero, and higher plans add more features as the team grows.

For a single-state team, Simple covers everything payroll needs. Plus adds multi-state payroll and time tracking. Premium is the top tier; compare its feature list with Plus before paying the higher per-person fee.

Which plan to pick: Simple at $49 per month plus $6 per person while everyone works in one state. That is $109 a month for 10 employees. Move to Plus when you hire in a second state.

Watch out for: the per-person fee on higher plans. At $12 per person on Plus, a 30-person team pays $440 a month, so compare OnPay once you pass a handful of states or a few dozen employees.

Best for multi-state teams

OnPay

Best for small businesses with employees in more than one state

$49/mo + $6/workerVisit OnPay

What we like

  • Payroll in all 50 states included at no extra cost
  • Phone, email and live chat support for every client
  • Free account setup and migration of prior payroll data
  • First month free

Watch out for

  • HR tools and time tracking are paid add-ons
  • Live HR support costs $65 a month extra
  • Fewer bundled HR extras than Gusto's higher plans

OnPay costs the same as Gusto Simple but includes something Gusto charges extra for: payroll in every state. Its single base plan covers unlimited pay runs, federal, state and local tax filings, year-end forms and an accounting sync with customizable line-item mapping, so wages post to the right accounts.

That makes it the best value for a small business that hires remote employees, or that runs locations across a state line.

Which plan to pick: there is one base plan. Add time tracking or HR tools only if you need them; OnPay sells bundles if you need several.

Watch out for: add-ons. Time tracking, HR tools and live HR support each add to the monthly bill, so price the bundle you will actually use against Gusto Plus.

Best for QuickBooks users

QuickBooks Payroll

Best for businesses that already keep their books in QuickBooks Online

$50/mo + $7/employeeVisit QuickBooks Payroll

What we like

  • Payroll inside QuickBooks, so wages and taxes post to your books automatically
  • Three plans: Workforce Payroll, Workforce Premium and Workforce Elite
  • Elite adds on-demand payroll experts
  • One vendor for accounting and payroll

Watch out for

  • Costs more than Gusto Simple or OnPay for the same headcount
  • Intuit's pricing page lists Premium only in bundles with QuickBooks accounting and does not list Elite, so confirm those prices at signup
  • Introductory discounts (50% off for 3 months when we checked) end, so budget on the full price
Workforce Payroll
$50/mo + $7/employee
Contract
No annual contract

If your books already live in QuickBooks Online, running payroll in the same system removes a whole category of work. Paychecks, employer taxes and liabilities post to the right accounts without an integration to maintain, and your accountant sees everything in one place.

Intuit now sells its payroll under the QuickBooks Workforce name, in three tiers: Workforce Payroll, Workforce Premium and Workforce Elite. Intuit lists Workforce Payroll at $50 a month plus $7 per employee. Its pricing page now shows Premium only in bundles with QuickBooks accounting and does not list Elite, so confirm those prices at signup. Elite adds access to on-demand payroll experts, and there is no annual contract.

Which plan to pick: Workforce Payroll for most small businesses. Premium or Elite only if you need the extra features on Intuit’s plan comparison, such as Elite’s on-demand experts.

Watch out for: the price you are actually quoted. Intuit was advertising 50% off for the first 3 months, so confirm the full monthly price, and what it rises to after the promotion, before you compare it with Gusto or OnPay. If your accountant is a ProAdvisor, ask whether they can add payroll at a discount. See our accounting software for startups guide for QuickBooks Online plan prices.

Best budget option

Patriot Payroll

Best for single-state small businesses watching every dollar

$37/mo + $5/workerVisit Patriot Payroll

What we like

  • Lowest full-service price in this guide
  • Unlimited payrolls; the per-worker fee is charged once a month
  • Free direct deposit (for qualifying customers) and employee portal
  • Free USA-based support by phone, email and chat

Watch out for

  • Each additional state costs $12 a month
  • Time tracking and HR are paid add-ons
  • Listed accounting integrations are Patriot and QuickBooks only

Patriot keeps payroll simple and cheap. Full Service Payroll files and deposits federal, state and local taxes, handles year-end filings at no extra fee, and guarantees its tax filings. You pay a flat monthly fee plus a per-worker fee once a month, however many payrolls you run, and in months with no payroll you pay only the base fee.

For a 10-person business in one state, that is about $87 a month, roughly $22 less than Gusto Simple or OnPay. Patriot also sells a Basic plan, from $17 a month plus $4 per worker, where Patriot calculates payroll and you file the taxes yourself.

Which plan to pick: Full Service. Basic only makes sense if you or your accountant are comfortable filing payroll taxes.

Watch out for: multi-state teams, where the $12-per-state fee adds up, and integrations. Patriot lists its own accounting software and QuickBooks, so check before you pair it with Xero or another ledger.

Best with a Square POS

Square Payroll

Best for shops, cafes and service businesses already using Square

$35/mo + $6/personVisit Square Payroll

What we like

  • Imports timecards from Square POS or the Square Team App
  • You pay only for people you actually pay each month
  • Multistate payroll, multiple pay rates and overtime calculations
  • Pay employees by check, direct deposit or Cash App

Watch out for

  • Support is weekdays only, 6am to 6pm Pacific
  • Paper W-2s and 1099s cost $3 per mailed form
  • Works best if you already use Square POS
Full-service
$35/mo + $6/person paid
Contractor-only
$6/person paid
Pay options
Check, direct deposit or Cash App
Support
Weekdays, 6am to 6pm PT

Square Payroll is the natural choice for a retail shop, cafe or salon that already takes payments on Square. Hours flow in from Square POS or the Square Team App, tips are tracked, and Square calculates, withholds and files federal and state payroll taxes, including state unemployment.

Because you pay only for the people you actually pay in a given month, it suits seasonal businesses whose headcount rises and falls.

Which plan to pick: full-service payroll at $35 a month plus $6 per person paid. The contractor-only plan is only for businesses with no W-2 employees.

Watch out for: support hours. Payroll specialists are available on weekdays, which is a problem if you run payroll on a weekend.

Which one should you choose?

  • You want the easiest all-round payroll: Gusto.
  • You have employees in more than one state: OnPay.
  • Your books are in QuickBooks Online: QuickBooks Payroll, once you have confirmed the price at signup.
  • You are in one state and want the lowest price: Patriot Full Service.
  • You already run your business on Square: Square Payroll.

Whichever you choose, register for state withholding and unemployment accounts before your first payroll, and keep your provider’s tax filing guarantee terms on file.

Frequently asked questions

What is the best payroll software for a small business?

For most small businesses, Gusto: guided setup, unlimited pay runs and automatic federal, state and local tax filing from $49 a month plus $6 per person. If you have staff in several states, OnPay includes multi-state payroll in the same price. If cost is the priority, Patriot Full Service starts at $37 a month plus $5 per worker.

How much does payroll software cost for 10 employees?

At list prices, about $87 a month on Patriot Full Service, $95 on Square Payroll and $109 on Gusto Simple or OnPay. Intuit lists QuickBooks Workforce Payroll at $50 a month plus $7 per employee, about $120 for 10 employees; confirm the price at signup, since Intuit often runs introductory discounts.

What does full-service payroll mean?

The provider calculates pay and withholding, pays employees, deposits payroll taxes and files federal, state and, where applicable, local payroll tax returns for you, including year-end W-2s. All five services in this guide offer full-service payroll. Patriot also sells a cheaper Basic plan where you file taxes yourself.

Can I switch payroll providers in the middle of the year?

Yes, but the new provider needs your year-to-date payroll history so W-2s are correct. OnPay offers free account setup and migration of prior payroll data. Ask any provider how it handles year-to-date imports before you switch, and switch at the start of a quarter if you can.
